The idea is that it's a better life for the inmates and is sort of a reward for committing a crime rather than punishment.

If that's the case, prisoners had it better than we do here.

Something like a hundred people crowded together in the barracks, sleeping on rows upon rows of cots. I've been watching this small campus for a few days now, and I can't quite figure what's going on. I've walked the entire perimeter more than a couple times and I know a few things:
There are three buildings inside the fence. There are also two similar buildings, unoccupied, nearby.
Each building's entrance is, at any given time, guarded by two armed uniforms.

They're easy to avoid; they're usually just wandering. I think it's safe to say that road zombies are barely a threat. You can usually see them long before they see you, given that the major roads are fairly wide open.

I saw no other signs of life--no abandoned cars, no footprints in the snow, no lights. If the city had been evacuated, it was rather orderly. Not like Jacksonville: Here there were no destroyed buildings, no fires. It was as if the entire city had simply vanished.

I pulled over near the offramp and got out. Before I could take two steps, they had their guns pointed at me.

"Don't shoot!" I put my hands up.

"Don't come any closer," an officer yelled. "This is a quarantine area. Get back in your vehicle and keep going."
